If you would prefer to view pdf documents within Google Chrome browser, before deciding whether to download them to your computer, you can do the following:

Open Google Chrome browser

In the top right-hand corner, click on the 3 stacked dots and select Settings

This will open a new browser tab.  Click on Privacy and security in the left-hand pane then Site settings  (If you don't see Privacy and Security, then click on the Advanced option at the bottom)

Near the bottom, expand the Additional content settings

Select PDF documents.

Turn off Download PDF files instead of automatically opening them in Chrome.

Chrome will now open PDFs automatically when you click them.

Close the browser tab and continue to use Chrome as normal.
