There is a free version of Power BI which you can request and test, before requesting a Pro license. The free version does not have all the functionalities but might be appropriate for some users.
To create reports on your own in Power BI, publish it to any workspace and share it with others, please use the Power BI Desktop Application which can be downloaded directly from the Microsoft website as below:
