When exporting or downloading from Oracle, no download option appears, i.e., no indication that the file has downloaded or where it resides.



When exporting from Oracle, you usually see the View Downloads window which prompts to open/save the file.  However, Internet Explorer no longer exists in Windows 11. 

The only way around this is once you have the IE download window is to leave it open (after your first download attempt).  

If you close this then the only way to get this back currently is either by resetting the cache or performing a reboot.
